Kitesurfing in the US:
find your wind

Learn kiteboarding

Kiteboarding is learned in stages: kite control on the sand first, then body-dragging, then the board. These two guides are written for UK waters, so the technique carries over but the spots and local rules do not.

Kiteboarding spots by state

There is no single US rulebook for kiteboarding. Each destination guide covers the wind, the launches and the rules we could find for that coast.

Kiteboarding rules and safety in the US

We found no single national kiteboarding rule. The rules that bind you mostly come from whoever manages the beach, so check them for the exact spot.

  • Federal life jacket text. 33 CFR 175.17(c) says sailboards are exempted from the requirements for carriage of any PFD required under 33 CFR 175.15. We have not found a source saying whether a kiteboard counts as a sailboard for that exemption, so we do not say either way. State and local rules vary.
  • Parks decide inside their boundaries. The Padre Island National Seashore compendium names “kite surfing/boarding” among the prohibited activities, so kiteboarding is banned there. Packery Channel, nearby on North Padre Island, sits outside the Seashore and is a legal kite zone.
  • Cities write their own. Miami Beach requires a current Level 3 certification from IKO, IKA or PASA plus a city-issued permit. Wrightsville Beach, North Carolina, requires marked access points and a 100-yard buffer from lifeguard-flagged zones. Neither rule carries over to the next beach.
  • State parks can start from a ban. California State Parks' Channel Coast District order prohibits flying or launching a kite in its beach units except under listed conditions.
  • Sometimes there is no rule to find. We found no permit for recreational kiteboarding in Puerto Rico and no North Carolina statute that names it. Check locally before you rig.
  • In an emergency. Call 911. The U.S. Coast Guard monitors VHF channel 16 if you carry a marine radio.
